This project requirement was to research the probability and consequences of enduring non-state actor armed aggression using various forms of explosive violence against unarmed civilians in Europe.
Explosive violence was on the rise in Europe. The casualty rates seemed to be high given the amount of experience and preparedness that was in place. A globally respected human rights institution wanted to better understand related risk factors.
Conduct a detailed analysis of incidents, perpetrator tactics, techniques and processes along with the type of weapon systems used. Examine European environment, infrastructure and threat mitigation measures. Produce an evidence based report.
Conduct a structured literature review and interviews. Look for trends and establish key themes for deep dive analysis. Prepare a draft for assurance, deliver papers, presentations and educational products.
