The purpose of this project was to develop safeguards for a high volume of vulnerable unarmed civilians in a conflicted area.
Protracted low intensity fighting was taking place along a line of contact. This was trapping unarmed civilians within the battle space and exposing them to the effects of direct and indirect weapons.
Identify, design and implement capacity building for civil protection along the existing line of contact from the perspectives of shelter in place (schools, medical centers and exposed dwellings), and along evacuation corridors.
Conduct rapid hazard identification and risk assessments. Design mitigating measures including location hardening and non-permanent multi-occupancy protective spaces, develop contingency plans, transfer knowledge and skills to local staff.
